Perhaps you are experiencing at this time exactly as I've ever experienced. Yes, "Task Manager has been Disabled by Your Administrator". Many people have been confused with a virus that disables the task manager.

First, go into the registry editor, then open the HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ System
Then, it will look like the picture below.

Now, you have to do is delete the file 'Disable TaskMgr'.
Then open file (Default) and enter the text 'no trojans'.
It's all done. Now your task manager can be re-opened again.
